Our Story
A Response to Africa's Development Needs
PACSDA was set up as a response to the continuous expression made at several forums of intergovernmental and non-state actors on the need for technical and financial assistance as a partnership opportunity towards improving policy practice, evidence and resource mobilization needed to implement, report on progress, and address gaps and challenges with regards to comprehensive National Development Programmes within the framework of the AU Agenda 2063, AfCFTA and related global goals.
The need was visible in the low uptake and national level implementation of continental policy frameworks and instruments of the African Union and the Regional Economic Commissions. This impacts the coordination, political advocacy and accountability efforts of these intergovernmental institutions.
PACSDA offers technical assistance, policy advisory and project management support and services to governments, intergovernmental institutions, development partners and stakeholders in Africa, as well as advocacy and partnerships on issues of Africa development within the global policy-making space.

How We Drive Change
Our approach recognizes the critical role of non-state actors, including civil society, the private sector, and young people, in strengthening accountability and ensuring that commitments are fulfilled across all levels of governance.
We promote the integration of research and evidence into policy design and implementation, supported by strategic communication and practical tools that enhance transparency, accountability, and increased domestically driven investments.
PACSDA recognizes and operates the philosophy that has emerged from decades of lessons learnt on what works, how much it costs and when and where to make the most change: the comprehensive engagement of young people and the non-politicized role of civil society and private sector is sine qua non for actualizing a peaceful, prosperous, united and integrated Africa.
Acknowledging the diverse levels of development across Africa, we tailor our interventions to reflect country-specific realities while aligning with continental and global frameworks such as African Union Agenda 2063, the AfCFTA and the United Nations Sustainable Development Goals.
